Strategic Advisor | Habitat for Humanity, Indonesia
I. Background
Habitat for Humanity Indonesia (HFH-Id or Habitat) is a non-profit organization established in 1997 with the aim of helping poor communities in Indonesia, especially in areas that are slum, poor, and prone to natural disasters. Habitat works to reduce poverty and improve people’s quality of life by providing access to safe, decent, and affordable housing. Habitat for Humanity Indonesia involves local communities in the housing development process and works closely with the government, local partners, and volunteers to create housing that is socially, economically, and environmentally viable.
II. Roles and Responsibilities
Working under the direction of the Board of Trustees for HFH Indonesia, and the guidance of HFH’s Asia Pacific Area office, the Strategic Advisor will steer, coach and advise HFH Indonesia’s leadership team in fulfilling its critical, complex role as a housing expert, convener, and drive the execution of a new strategy to implement more integrated, innovative housing solutions. The Advisor needs to be a strategic and transformative leader with over 15+ years of leadership experience in non-government organizations and/or the international development sector. The Advisor will steer and coach the National Director, and guide and inspire the senior leadership team, encompassing the following:
- Drive transformational change. Facilitating the execution of an ambitious new strategy to build multi-sector coalitions and strategic partnerships to successfully scale solutions and impact and significantly expand funding support.
- Operational excellence, including fundraising, program design and quality assurance, financial management, people management, monitoring and evaluation, and safeguarding, and other quality standards and controls.
Organizational Diagnostics, Gap Identification, and Recommendations for Change
- Conduct a capacity assessment of HFH Indonesia to determine readiness/preparedness to scale up programming.
- Diagnose all challenges and constraints relating to people and culture issues inhibiting HFH Indonesia from fulfilling its mission.
- Evaluate the management structure of the organization and make recommendations for HFH Indonesia to be fit for purpose in realizing the strategic intent of HFHI’s ‘Build and Influence’ Global Strategy according to best practices, and in the context of Indonesia.
- Engage with the HFH Indonesia Board, leadership, and staff of HFH Indonesia to evaluate the environment among staff using the results from the staff survey conducted previously.
- Develop recommendations based on the diagnostics that would enable the organization not only to overcome obstacles but to move faster in the adoption of necessary changes.
- Administer and rollout diagnostic tools and survey instruments.
Strategy and Strategy Execution- Support the development and operationalization of the HFH Indonesia Country Strategy to harness and funnel efforts and initiatives towards achieving the organizational vision.
- Together with the National Director, collaborate closely with the Area Office team in the development and operationalization of the country strategy, and alignment with global and regional strategy, guidelines, and standards.
- Support the development of a clearly articulated value-proposition to drive public, private and institutional donor engagement and funding support to proposed solutions to address the housing deficit.
Capacity and Culture Building- Guide the National Director and leadership team in ensuring that the organizational culture is inclusive and safe, finding strength in diversity of culture, background, and talent, and respecting all employees equally.
- Work with the National Director and leadership team in championing an organizational culture of transparency, safety, inclusivity, and accountability.
- Design and implement capacity building activities including capability assessment.
Program Management, MEAL, and Quality Assurance- Support HFH Indonesia in developing innovative programming that delivers on organizational and national housing objectives.
- Ensure implementation of a responsive and agile approach to programming through high-quality monitoring, evaluation and learning systems, strengthening community and stakeholder accountability, and continuously improving the organization’s evidence-based approach.
Good Governance and Operational Excellence- Engage with the Board Chair and Board of Trustees in introducing changes, facilitating decision making, strategic planning and the creation and maintenance of policies, systems, etc.
- Support and guide the installation of (and adherence to) high-quality risk management procedures, safeguarding, financial management, procurement, monitoring and evaluation, and other quality standards and controls.
Collaborate with the Board and Asia Pacific Area Office- Through engagement and consultation, support the HFH Indonesia Board, National Director, and the Area Vice President of Asia-Pacific in implementing recommendations and refining action plans.
III. List of Deliverables- Organizational diagnostics report and recommendations on the main factors impeding faster progress on implementing and improving staff relations, organizational culture, and programming.
- Recommendation on the optimum organizational structure.
- Indonesia capacity assessment report.
- Regular meetings with HFH Indonesia Board, leadership, and AP-AO leadership based on an agreed calendar and follow-up action points as applicable.
- Consultation plan to accompany the implementation of recommendations by HFH Indonesia’s leadership and AP-AO.
IV. Qualifications- Proven track record in leading transformational changes in well-known international NGOs in Indonesia.
- Master’s Degree in a related field, or the equivalent combination of education, training, or experience.
- 15+ years of cumulative leadership experience in the development sector or INGO.
- Understanding and experience of how to apply a change management process and tools to create employee adoption and engagement, experience with large-scale organizational change efforts desired.
- Experience conducting research, interviews, surveys, and other methods to gather information on existing processes and process gaps and translating that information into clear process documentation.
- Proven experience in change management and organizational development.
- Effective research, analytical and problem-solving skills.
- Effective in exercising initiative, producing desired results, and achieving objectives.
- Experience in working with all levels of staff, management, and stakeholders.
- Background in advocacy with preference on experience in policy advocacy.
V. Timeframe and Location for the consultancyThe engagement will run for 12 months in its initial phase and can be extended based on a mutual agreement with the consultant. The primary work point of liaison for this work is the HFH Indonesia’s Central Office located in ATRIA@Sudirman, 18th Floor, Jl. Jend. Sudirman No. Kav. 33A, RT.3/RW.2 Karet Tengsin, Tanah Abang, Jakarta Pusat – 10220 with travels to project sites and offices.
