The postholder will be responsible for the delivery of initially four projects and all activities arising from the work across North Central & East London (NCEL) Perinatal and CAMHS Provider Collaboratives as well as NEL ICB Perinatal Improvement Network and ELFT Perinatal Services.

The projects will aim to address inconsistencies within provision and treatments, while maintaining required variation according to local needs and demographics without detracting expertise and capacity from the system. Additionally, the work will aim to improve patient flow to minimise future impact on budgets, equip the staff in community and inpatient perinatal services to offer a more holistic, preventative and joined-up offer across NCEL footprint and contribute to meeting the NCEL Provider Collaboratives and their Partners aims and objectives.

Improving patient flow and reducing length of stay on MBU

Analysis of flow of the Mother & Baby Unit, causes of long/delayed discharges and review of community perinatal services to ensure effectiveness and equity .

Research into best practice for and modelling of In-reach and Out-reach Services

Scoping models and best practice, reviewing effectiveness in terms of avoiding admission and the impact on length of stay. Making recommendations around service changes for perinatal services across NCEL.

Community Perinatal Transformation

Remodeling ELFT Community Perinatal services to be consistent Nationally and locally, to remove duplication, resolve discrepancies and bring parity across borough boundaries.

NEL Improvement Networks

Supporting NEL Inpatient Improvement Network to deliver improvements to staff training, sexual health and physical health screening in women's inpatient services. Supporting stakeholders eg representatives from ELFT and NELFT and experts by experience.

For CAMHS Provider Collaborative - developing alternatives to admission; a task and finish group involving clinicians of inpatient and alternative providers to develop a consistent specification across NCEL footprint and support implementation of changes eg convening meetings, tracking progress, and updating partners on the progress.

Project And Resource Management

Project Manager will have responsibility for leading on system wide projects that are designed to ensure that services provided by ELFT, NCEL Provider Collaboratives and NEL ICB Inpatient Improvement Network are well led, responsive, safe and effective. The list below is not exhaustive but reflects the mains duties of the post:

Drive development, delivery and tracking of critical transformation projects, ensuring that key milestones are achieved, risks/ issues are escalated in a timely manner and that appropriate mitigations are in place and the required outcomes are met.

Support the development of clinical and operational pathway-based proposals/business cases associated with the planned transformation agenda; these service developments and pathways should be clinically fit for purpose, operationally sound and brought together through collaborative working with relevant teams and stakeholders.

Be responsible for the delivery of a range of programmes such that they rapidly become business as usual.

Financial Sustainability and VFM: to lead on cost improvement and service development across the planned projects of the Provider Collaboratives and Partners. Ensure monitoring and reporting is in place.

Plan and implement proposed service change/s and transition to new models of care, ensuring that due consideration is given to details in terms of clinical pathways, operational, workforce, contractual and budgetary aspects.

Undertake (as required) ad-hoc pieces of work that are critical to the planned projects or local health economy level strategy.

Data Analysis And Information Management

Analyse complex data sets, national and local standards and guidance and collate as required, qualitative and quantitative information to produce robust business cases and project plans, that support decision making and service redesign that meets key performance indicators and offers value for money.

Sourcing and using benchmarking and comparison data to influence decisions relating to; models of care, business cases and strategic plans etc.

To ensure that all project documentation records and information are maintained in a way that allows up to date and timely information to be available as and when required for Provider Collaborative and Partners governance structures. Providing assurance on the delivery of project deliverables. Through the production of highlight reports and various management reports for NCEL Provider Collaboratives, partners and relevant stakeholders.

Network And Relationships

Support collaborative/ partnership working across all stakeholders, Partners, services and teams involved in the planned projects and with service users and carers and other key local health and care organisations; including ICS, local trusts, local authorities, NHS England and local healthcare providers. Ensuring that positive working relationships with managers and staff are also developed.

Work closely with NCEL Provider Collaboratives, ICBs and Partners Clinical and Operations leads to create an integrated approach to service transformation and business development. Develop and maintain key relationships across services, and the system, to enable managers to be fully effective in identifying and delivering their projects and supportive in cultural change.

Planning And Organisation

To maintain robust project monitoring and control mechanisms to ensure that projects can be successfully managed and deliverables are met as a whole.

Ensure that all project activities and events such as meetings, teleconferences, conferences, learning events and webex meetings are planned, resources made available and work is undertaken in accordance with the agreed Project Plan key milestones.

To ensure that good practice in project management as set out in PRINCE (orequivalent) is adhered to and embedded this will include the need to keep records of discussions and progress and follow up actions.

To be responsible for self-organisation/time management and able to plan and manage time efficiently.

To deliver project monitoring and reporting in line with the Provider Collaboratives governance process.

Communication

The postholder will be required to have regular contact with internal and external partners and stakeholders and will often need to engage with them over sensitive, highly complex, contentious and confidentialissues.

Act as a central pointofcontact onallsignificant matters relating to the planned projects. Being a spokesperson for projects and ensuring that all key individuals are effectively briefed.

Secure service user, carer and public voices inallelementsoftheworkstream and ensure that the principlesofco-production, as an equal and reciprocalwayof working, are adhered to consistently throughout the durationofprojects.

Work closely with the Trust Communications Team, preparing and overseeing the development and disseminationofstaff and public facingcommunications.

Participate in relevant internal and external working groups/projects, services and initiatives to provide project, information and analytical adviceandexpertise.
