Project Budget and Compliance Specialist (N-24-36)
The International Potato Center (CIP) is seeking a dynamic Project Budget and Compliance Specialist with excellent financial and analytical skills to oversee the management of budgets and financial compliance of CIP projects globally, from proposal to completion.
Key responsibilities:
- Monitor funding trends and manage capacity for the functional area to ensure compliance and delivery of financial services to projects.
- Oversee all financial aspects according to the agreement, including proposal budgets, setup of projects in OCS, invoice preparation and submission, financial reports to donors, corrections to the general ledger, and maintenance of agreement master files.
- Collaborate with project teams to ensure dissemination of donor-related information and compliance with donor rules and regulations.
- Maintain relationships with donors and prepare reports as necessary, ensuring compliance with terms and conditions of agreements.
- Monitor project compliance, including audit reports and financial and contractual issues.
- Develop policies and procedures related to project accounting and financial management, and contribute to grants and contracts management policies.
- Monitor portfolio health, including recovery of indirect costs, potential risks like exchange rate adjustments, budget variances, and audits.
- Prepare and submit timely, accurate donor reports and invoices, staying current with donor regulations and CIP compliance requirements.
- Maintain all project records and files in accordance with internal controls and donor requirements.
- Prepare and submit portfolio reports on compliance and health.
- Ensure compliance with health and safety policies and procedures.
Requirements
- Bachelor’s degree in Business Administration, Financial Management, Operations, or related field.
- At least 6 years of professional experience.
- Knowledge of international development funding is desirable.
- Aptitude for understanding complex regulations and monitoring financial transactions for compliance.
- Strong knowledge of Bill and Melinda Gates Foundation (BMGF) guidelines and project implementation.
- Knowledge of USAID projects, FAR, ADS rules, regulations, and OMB Circulars.
- Experience with accounting software packages, preferably ERP.
- Proficiency in MS Office, especially Excel.
