The Executive Manager Workforce Development and Training provides high-level leadership, strategic influence and system improvement across workforce development, VET reform, training pathways, sector capability and policy advocacy.

This newly established Work Group has been created through significant National Skills Agreement (NSA) funding and represents a transformative moment for AHCWA and the state-wide Aboriginal Community Controlled Health Services (ACCHS) and the Aboriginal Community Controlled (ACC) and First Nations Owned (FNO) Registered Training Organisation (RTO) sectors.

This role will:

  • Lead sector-wide workforce development priorities and advocacy across national and state agendas, including the NSA, Closing the Gap Priority Reforms, RTO reforms, jurisdictional funding, and national traineeship programs;
  • Strengthen, coordinate and influence the ACC and FNO RTO sector through dedicated policy, Community of Practice (CoP), training and capability functions;
  • Oversee AHCWA’s own RTO reactivation and future training scope expansion;
  • Drive the WA ACCHS Workforce Strategy implementation, monitoring, and reporting;
  • Build structured sector partnerships across government, the National Aboriginal Community Controlled Health Organisation (NACCHO), TAFE, universities, RTOs and Member Services;
  • Represent AHCWA at high-level forums, committees and negotiations;
  • Recruit, train, lead and support a brand-new multidisciplinary Work Group, ensuring the right people are in the right roles to advance AHCWA’s strategic vision, re-establish the AHCWA RTO, and strengthen the capability, sustainability and future direction of the WA ACCHS and ACC and FNO RTO sectors; and
  • <>Embed a high-performing, culturally grounded team culture committed to excellence, innovation, system leadership and Member-driven outcomes.

To be considered for this position, you must have:

  • Senior strategic leadership experience in complex systems;
  • Expertise in workforce development, VET sector engagement, or workforce strategy;
  • A strong record in policy development, advocacy or sector reform;
  • Demonstrated capacity to build productive relationships across government, RTOs, education, Aboriginal organisations and Members;
  • High-level communication, conceptual and analytical skills;
  • Proven experience with budgets, compliance and team leadership;
  • Understanding of Aboriginal culture and issues impacting workforce and health outcomes; and
  • An ability to work with autonomy in a rapidly evolving national reform environment.

Ideally, in addition to the above, we are looking for someone who:

  • Identifies as Aboriginal and/or Torres Strait Islander and is accepted as such by their community;
  • Has demonstrated experience in Aboriginal Community Controlled sectors; and
  • Holds tertiary qualifications in a relevant field.

The position involves working within a multicultural organisation where the majority of employees, clients and stakeholders identify as Aboriginal and/or Torres Strait Islander.

Candidates must be able to demonstrate an understanding of the issues affecting Aboriginal and Torres Strait Islander people and their ability to communicate sensitively and effectively with Aboriginal and Torres Strait Islander people.

Please note: In addition to the above skills and experience, the successful candidate will require an unrestricted WA “C” Class Driver’s Licence, and be required to submit a National Police Clearance (dated within 3 months) prior to appointment.
